GENERAL DESCRIPTION: The Wyoming Immunization Unit works with healthcare providers and other immunization partners to protect Wyoming’s communities against vaccine-preventable diseases. Join our team and fulfill your passion for serving others, preventing disease, and improving the public’s health.
The Immunization Unit Manager oversees and manages all operations related to planning, directing, implementing, and evaluating state and federal public vaccine programs and the Wyoming Immunization Registry (WyIR).

- Ensure Unit infrastructure to support organizational capacity, program operations, funding stability, and fiscal accountability.
- Coordinate and collaborate with state, regional, and/or local health jurisdictions, as applicable, to implement immunization program activities.
- Monitor budgets and all funding to ensure expenditures are appropriate by funding source. Oversees and manages the Immunization Unit budget which includes federal and state general funds; prepares unit biennial budget requests; and monitors the expenditure of funds.
- Assess staff training needs and provide opportunities for training and workforce development.
- Identify immunization-related public health issues; investigate and analyze causal and contributing factors; articulate and present viable solutions and courses of action.
- Educate the public and stakeholders on the burden of vaccine-preventable diseases and the impact of effective immunization strategies by presenting information to groups of various sizes and compositions (e.g., health professionals and community groups).
- Foster active partnerships, coordination, and collaboration with external partners to build consensus to maximize reach and effectiveness at the population level.
- Manage contractual and financial relationships and partnerships.
- Identify data sources (e.g., immunization information systems, school coverage data, state-level health surveys, Behavioral Risk Factor Surveillance System) and use data to estimate vaccination coverage among various geographic areas and population subgroups, including current vaccination coverage estimates.
- Perform activities to improve vaccination coverage within population subgroups and across the state.
- Oversee the management of all public vaccine programs.
- Develop supportive and trusting relationships with staff to facilitate a cohesive and effective team.
- Supervise seven staff directly with 15 total staff in the Unit.
- Provider leadership for advancing Immunization information system (IIS) capabilities by ensuring the implementation of the CDC IIS Functional Standards and evaluating performance.
- Promote and provide educational opportunities for healthcare providers and the general public.
- Accurately interpret and enforce state and federal rules, regulations, policies, and procedures.
- Manages federal grants, including, but not limited to, facilitating the completion of required needs assessments, preparing and finalizing the application, budget, progress report, and other required documentation, and interpreting and assuring compliance with federal grant requirements.
- Manage and support state-level immunization programmatic planning and response to pandemics and emergencies.
Qualifications
PREFERENCES:
Preference will be given to applicants with supervisory experience and experience managing a federal grant.
KNOWLEDGE:
- Skills in employee supervision, leadership, mentoring, coaching, and team-building techniques.
- Skills in federal grant writing and management.
- Skills in federal and state budget development, analysis, and monitoring.
- Knowledge of program administration, policies, concepts, evidence-based practices, and current research related to immunization practices.
- Knowledge of performance management and quality improvement.
- Knowledge of developing and implementing policies and procedures.
- Knowledge of applicable federal and state laws, rules, and regulations pertaining to Immunizations, public health, and human service programs to include pertinent funding and resources.
- Ability to multi-task and communicate effectively with superiors, subordinates, funding agencies, stakeholders, partners, vendors, and contractors orally and in writing.
- Ability to interpret and explain Department policies and federal regulations and requirements.
- Skills in personnel management including progressive discipline, developing goals and objectives, and performance appraisals.
- Skills in the use of databases, spreadsheets, presentations, email (Google), and word processing applications.
- Ability to work independently, prioritize job tasks, meet required timelines, and adapt to changing demands.
- Ability to manage multiple statewide projects and work with personnel from diverse educational backgrounds.
- Work collaboratively with internal and external partners.
- Ability to travel within Wyoming and, occasionally, out of state.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Healthcare)
Experience:
2-4 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I
OR
Education & Experience Substitution:
5-7 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Manager I

PHYSICAL WORKING CONDITIONS:
