  • US Starting Salary for this role will be USD $40,000 to $47,500 commensurate on experience.

Program/Department Summary 

The International Finance (IF) Department plays a key role in supporting financial operations in Mercy Corps’ country programs throughout the world by working collaboratively with country finance staff and providing guidance in grant management, budgeting, accounting and other financial functions in accordance with Mercy Corps’ internal policies and procedures as well as donor regulations.  The IF Department ensures the timely, complete and accurate reporting of financial information from Mercy Corps’ Country offices and is responsible for ensuring that all financial reporting requirements to donors are met in a timely and accurate way. The IF Department also works closely and collaboratively with the Headquarters (HQ) Regional Program Team members (RPT) in support of country program objectives as well as the HQ Corporate Finance department in support of agency financial functions.

 

General Position Summary 

The Regional Finance Analyst will work closely with the Regional Finance Managers and Senior Analysts to prepare donor reports (including matches) for submission. The Analyst will be responsible for reconciling ARDR and contribution award reconciliations. The Analyst will manage the donor cash flow management and will be the focal point for field office cash management (CFP process). The Analyst will support non-complex program award closeout and support donor and Mercy Corps policy/procedure compliance. The Regional Finance Analyst will recognize opportunities to innovate on current processes and create an environment where alternative viewpoints are shared and welcomed.

Essential Responsibilities

AWARD FINANCIAL MANAGEMENT AND ACCOUNTING

  • Prepare and submit donor reports.
  • Assist with the completion of donor online system financial processes (USG PMS and other).
  • Responsible for donor accounts receivable/deferred revenue and contribution award reconciliations and support to payment management
  • Focal point for field office cash management (cash flow projection process)
  • Prepare journal entries related to award-level reclasses, or other entries needed from award reconciliations
  • Support Non-complex program award closeouts
  • Support country compliance with donor and MC financial policies and procedures.

SAFEGUARDING RESPONSIBILITIES  

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.  

Supervisory Responsibility

The Regional Finance Analyst has no supervisory responsibilities.

Works Directly With: Global Finance team, Regional Finance Team, Global Finance Training, Corporate Finance, Mercy Corps Europe Finance staff, Internal Audit, Grants and Compliance, Ethics, Country Finance

Minimum Qualification & Transferable Skills

  • Bachelor’s degree or equivalent in Accounting, Finance or relevant field.  
  • 2+ years of professional experience in finance management. 
  • 2+ years of professional experience in international accounting or non-profit accounting. 
  • Fluency in English is required. Proficiency in another language, such as French, Arabic or Spanish is highly beneficial.  
  • Strong verbal and written communication skills, with the ability to articulate ideas clearly and effectively.  
  • Detail-oriented, with a demonstrated ability to identify and implement process improvements. 
  • Strong knowledge of rules and regulations governing the compliance and regulatory management of grants from US Government agencies (e.g., USAID, BHA, UN) and other agencies is preferred. 
  • Proven experience in financial reporting, including preparation, presentation, and the ability to translate complex financial data into clear, informative reports.  
  • Required experience and understanding of generally accepted accounting principles (GAAP), financial reporting, accounting systems, and budget development and administration.  
  • Advanced proficiency in Excel is required. 
  • Proficiency in MS Office and accounting (general ledger) software.

Success Factors

The successful Regional Finance Analyst will have a strong understanding of multi-donor finance and accounting in a relief and development setting. They must be a strong communicator with the ability to problem solve, prioritize, delegate and work closely with other departments. The ability to thrive in a fast-paced, multi-tasking environment while maintaining the respect of staff and colleagues will be essential.

Living Conditions / Environmental Conditions

This position is ideally based in Washington, D.C., or locations within the Eastern or Central Time zones to facilitate effective cross-team collaboration and offers the flexibility of remote work. However, applications are open to any Mercy Corps office location.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a business trip to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
