Summary
The Fire Marshal is responsible for developing, administering and maintaining routine fire prevention and Nuclear Electric Insurance Limited ( NEIL ) insurance programs to manage property, building and nuclear safety.
Enforces and implements all fire regulatory fire codes (which includes:
State of Arizona, NFPA , and OSHA ) at the Palo Verde Nuclear Generating Station.
Provides consultation, technical guidance, and leadership to all site departments and on-site contract companies in evaluating fire risk analysis and implementing fire prevention programs. Evaluates and reviews Fire Department policies, procedures and programs.
Minimum Requirements
Associate’s Degree from an accredited college or university in Fire Science or a minimum of 60 semester hours of college coursework credit that includes any combination of firefighting, emergency medical services ( EMS ) and academic subjects plus five (5) years experience in fire inspection, plan review and/or related areas.
Must be approved by the Arizona State Fire Marshal’s office to represent and sign as Authority Having Jurisdiction ( AHJ ).
Ability to read and interpret code related requirements in documents such as City codes, ordinances, adopted fire codes and standards, reports, construction plans and other related documents. College level reading is required for technical materials.Preferred Special Skills, Knowledge or Qualifications:
Nuclear experience. Knowledge of project management principles and theories; problem analysis and resolution techniques; safety rules; company policies; and applicable codes, standards, and methods in the area of assignment. Strong analytical and problem solving skills, both oral and written communication skills. Strong working knowledge of computer systems including, but not limited to the Microsoft Office suite (Word, PowerPoint, MS Project). Three (3) years supervisory experience. Nuclear requirement: Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization ( ERO ) and will be expected fulfill their obligation as an ERO member. Any PVNGS employee may be called upon to support a refueling or short-notice outage. This includes line roles and responsibilities as necessary to execute outage activities. These are conditions of employment at PVNGS .Major Accountabilities
1) Supervises and coordinates the activities of fire prevention and NEIL property insurance program to ensure that existing facilities’ and new construction comply with state fire and building codes and regulations, and with national standards (including inspections and audits).
2) Reviews design and construction documents by analyzing specifications and documents for building features, processes, operations, and fire protection systems and equipment to ensure compliance with codes, standards and insurance requirements. 3) Provides technical input and analysis for procedure development and fire code interpretation. 4) Coaches employees in identifying hazards, providing interpretation of code issues, creating adequate and accurate documentation of findings and seeking appropriate actions to abate hazards. 5) Investigates fire code violations, hazardous materials and fire scenes by locating the property owner, researching codes, conducting inspections, preparing reports, interacting with property owners and citizens to resolve compliance problems, collecting evidence, assisting law enforcement agencies and prosecutors in case preparations, and testifying in court. 6) May conduct field inspections by researching applicable codes, identifying conditions, issuing corrective action notices, and performing follow-up inspections. 7) Contributes to the development and implementation of departmental goals and objectives, policies, projects and programs with a focus on achieving the strategic objectives of the organization and the City. 8) Responds to complaints and questions from citizens relating to fire hazards and fire code violations. 9) Responds to inquiries from developers and contractors. 10) Interprets and explains fire codes and regulations.11) Reviews, revises and evaluates licensing documents (e.g., Security Plan, Emergency Plan, Security Training and Qualifications Plan, UFSAR , etc.) to ensure regulatory compliance.
12) Oversees, develops and interpolates performance indicators to the corrective action programs for Fire Protection. 13) Provides technical reviews of department procedures.Export Compliance / EEO Statement
