The Sangamon County Office of Emergency Management (OEM) is seeking applicants for the position of Emergency Management Specialist / OEM Volunteer Rescue Squad Chief. This position reports to the OEM Director. The Emergency Management Specialist / OEM Volunteer Rescue Squad Chief will assist the OEM Director in the county's planning and preparation for response to and recovery from any type of disaster or emergency and act as the Chief of the Sangamon County OEM Volunteer Rescue Squad. This is a normal M-F position with set work hours, HOWEVER, the applicant must understand that there is an expectation of working abnormal and weekend hours in the event of a large scale disaster/emergency taking place in Sangamon County. Compensatory time/Overtime is available with the approval of the Director.
ResponsibilitiesThis position will spend 2/3 of time executing OEM duties and 1/3 of time executing OEM Volunteer Rescue Squad duties. In addition to assisting the OEM Director with all aspects of the county’s emergency management program, it shall be the responsibility of the Emergency Management Specialist to;
Successful candidate must:
Have four years of relevant experience in emergency management
AND at least 10 years of experience as a full time, paid first responder (police/fire/rescue/ relevant Military billet or MOS)
Experience as a supervisor
Must possess a valid Illinois driver's license
Must be a Sangamon County resident within sixty days of start of employment
Must pass a detailed background investigation if hired
*The new OEM Volunteer Rescue Squad Chief will assist the County Board with creating the Standard Operating Procedures Manual; this Manual will identify the membership and training requirements for all OEM Volunteer Rescue Squad Members. The OEM Volunteer Rescue Squad Chief will be required to meet the newly developed requirements once they are approved.
Successful applicant will be required to complete the following training within one year of hiring;
FEMA NIMS Independent Study (IS) courses
Honorably discharged or retired Veterans with Relevant, Real World Experience in Emergency Management are encouraged to apply. Relevant experience must be clearly shown in the submitted resume. Veterans MUST provide an undeleted, certified copy of their DD214 along with the required résumé, application and references.
SkillsThe successful applicant will need to be a self motivated leader, an effective communicator, demonstrate proficiency with computers, possess a basic knowledge of microsoft word and excel and have the aptitude to learn various computer programs used for the day to day operations of the office.
Leadership and supervisor experience, experience with training and exercise (tabletop and full scale) development, Initiative, solid oral and written communication and organization skills are a must. Volunteer management, advanced Emergency Medical Service (EMS) and search and rescue experience are a plus.
Must have the knowledge, skills, and ability to conduct meetings, conduct training classes, and supervise volunteers as assigned.

Pay grade: 10
Salary Range: $49,222 ($25.24/hr)-$73, 832 ($37.86/hr) Starting salary is dependent on experience and qualifications
